does your cam have dv out put, if so buy a dv cable and hook it up to your tv card (first check weather your tv card have a d/v input) then download a software for your tv card and recode it.

if you have a video card + ( XP media center or vista )

I'm assuming you want to do something like "Waynes World" right, and keep it simple? You need to find some software that allows you to live stream video. download.com is a good place to start. Then you need a TV tuner card that supports video/audio in. A video camera with a tri-pod. A web domain and host provider. Since you will have a lot of bandwidth, expect to pay anywhere from $50 to $150 a month for hosting depending on how long you'll be on during the day and the size of you audience.

I’m sick of paying $100 a month for cable TV and wanting to start watching online. Are there any services out there that allow me to watch live TV and are compatible with Macs? I’m even willing to pay a 1-time fee or something minimal (ie 9.99 a month).
